why is it that when you see people scuba diving on tv, with the air tanks....many of them still have a snorkle?

When is the best time of year to visit Kauai, Hawaii?

I don't like crowds and like to to outdoors activities (hiking, scuba, snorkle, maybe try surfing), and would like to go when the water is clear and weather is pleasant. I'm also coming from the stormy Oregon coast, so a little rain doesn't bother me. For those of you who have gone several times, when was the best time of year and why?
