what is this comb like bottlle opener thing in my oakley swim trunks?

in my oakley swim trunks i discovered a comb/ bottle opener/ allen wrench thing. I think it is for surfing but seeing that i live in missouri i dont know a whole lot about surfing! it was attached to the back pocket and it also comes apart. any help would be apreciated
