The U.S. Clean Air Act is a regulation that explains the role of EPA air quality, especially in protecting the ozone layer and the monitoring and reporting of greenhouse gases. The Law is maintained by the House of Representatives. The Clean Air Act has had changes made in the 1990s and again in 2008, which is more stringent than when it was written a decade ago. Refrigerant gases are used in climate control in commercial and business centers such as warehouses, shops and office buildings. The refrigerants used in commercial heating, ventilation and air conditioning (HVAC) or air conditioning (AC) units include hydrofluorocarbons (HCFCs), chlorofluorocarbons (CFCs) and perfluorocarbons (PFCs). HCFCs are used instead of CFCs that are known to destroy ozone in the atmosphere top. HCFCs not have any organic chemicals chlorine or bromine, but still have a potential to cause ozone depletion. These refrigerant gases are not only considered ozone depleting substances (ODS), but many of them also have very high global warming potential reasons leading to a detailed, monitoring and reporting related to the effects of Global Warming. While perfluorocarbons do not contribute to depletion of the ozone layer, scientists worry that the PFC may contribute to global warming because they have a very high global warming potential (GWP). GWP is a relationship developed to determine which chemicals and refrigerant gases in the atmosphere to create a greater warming. The greenhouse gas more common (GHG) talked about most often is the carbon dioxide (CO2), carbon or just for short. CFCs have been used since the 1930s and were found to deplete the ozone layer in the 1970s. A chemical reaction caused by ultraviolet (UV) breaks the chlorine atom in CFCs. This chlorine atom binds with oxygen already in the atmosphere. Depletion of the ozone layer is the result of chemical reactions in the chlorine and oxygen divide. Refrigerant management and learning, until pound level in which all refrigerant gases of residence, is essential for the safety of the environment and to limit the release of Greenhouse Gas (GHG). The result of emissions of refrigerants or ozone depletion is increasing or Global Warming, both contribute to climate change. EPA inspectors, regulators governmental organizations, as well as many state officials are responsible for monitoring commercial AC and HVAC systems. They can do spot checks of records of service cooling, purchase orders, records of transit gas transmission for destruction, and many other pieces of data relating to the management refrigerant gas. The laws of gas refrigerant management is reviewed in 2009. The new regulations will have specifications for the system owners and service technicians more accurate monitoring of leakage and ensure recycling, recovery, or virgin refrigerants properly documented. Because of the connection between the gases and refrigerants its effect on climate change, many of the legislative bodies including several U.S. states and EPA have intensified and increased the detailed reporting refrigerant. The U.S. Clean Air Act (Section 608) has the technical specifications and certification requirements for service technicians AC or HVAC. In most cases, technicians must be certified by the EPA before working on systems that contain the refrigerant gas. The EPA has detailed regulations on the purchase of refrigerant gas. For the most part, service technicians must be certified to even buy gas in cylinders as small as 20 pounds. Nobody can buy any amount of refrigerant unless they are certified. The U.S. Environmental Protection Agency (EPA) has four classes of certification. Type 1 is for small appliances. Type 2 is high and very high pressure. Type 3 is a certification of low pressure. Type 4 is a universal certification. Any technician with a particular type of certification you can only fix or recover the equipment that is specified for type certification. Entered into force in 2010, new legislation from California will have requirements strict control and monitoring of refrigerant gases. In some cases, AC / HVAC systems containing 50 pounds of refrigerant are required to maintain service records, history of all purchases and sales of gas, and to present the use of refrigerants reports to regulators each year. AC / HVAC Systems above 2,000 pound will need for automatic leak detection and control. This will lead to more specific reporting and system logs. To service technicians and those who own or operate AC and climate control systems with refrigerant is required by law to monitor, manage and report the use of refrigerants for all operating systems.
